When you report a comment or a post it goes to the mods of that community, the Admins of that community, and the admins of the users home instance if it's different from the community instance.
In this case, it's hard because their sole remaining unremoved comment isn't a problem.

Please explain what they are doing wrong? Iβve scrolled through a few of their comments and I donβt see it. So they like vpn software?

I like all sorts of things, but I don't plug them in every single comment I make.
