What can I do to avoid getting my phone number "less breacheable"?
Don't have a telephone number. Even if you never list it anywhere, a simple "brute force" attack (I.e. simply trying all possible combinations) will still work.
Apart from that, don't share your phone numbers, which would basically make the number useless.
There is no longer a good way to keep a phone number really private.
Unless there's a massive leak it will oftentimes work out fine, IF the medical services are on top of it early. Everyone entering a facility which uses or contains phosgene will have to wear an indicator strip which tells you the exposure level and will be used as a treatment decision help.

Technically? Not a problem. The reason most of them run in data centers is the massive amount of computational and therefore also electrical power you need to run a somewhat useful model.
Even worse when you need to initially train them. That'll really hit the wallet.
There are (by now) vast selection of models you can easily run at home without any outside connection, as long as you have reasonable hardware to run them.
