It’s for a dog, that likely puts far worse than a couple of black hairs in its mouth, I wouldn’t bother honestly.
I mean, it's a gift, so I'd rather hand it to 'em on a good state.
Dogs have no concept of "gifts".
The dog's owner will, though.

You don't, it's a ball for a dog. Whatever shape it's in now will be infinitely better than 2 seconds after the dog gets a hold of it. 😉
I still wanna hand it to my friend on a good state. I mean, you would feel weirded if someone gave you a VERY dirty thing as a gift, right?
(PS: I like to joke on how her pup will "swallow the whole ball" since he is so playful)

Sorry, I'm not an English native, but it's something like that on the image. 
I've heard people say that dogs shouldn't be given tennis balls because the hair traps sand and dirt which is bad for their teeth.
It reads as if this is a lookalike of a tennisbal, specially made for dogs

I would use a brush with some soap and water to clean it. Most anything with bristles would do the job I think. Could just be how it was manufactured though.

To get rid of any lint or hairs on it, simply stick and pull masking tape on the ball. Otherwise, just rinse in water

Dab it with a strip of duct tape.
