Judges don't pass laws, but they can create plenty of loopholes out of thin air. Qualified Immunity doesn't exist in any statute (to my knowledge), but it is a de facto legal standard, for one example.

US-centric answer: Murder doesn't have any time limitations on being charged.

There are always going to be holes in the law, so it probably wouldn't be difficult to find some example of a horrible crime that finds a loophole in this, but the general idea is that the worst crimes have no statute of limitations.

Misdemeanors are usually fairly short, many felonies are longer, sex crimes are often (but not always) exempt, and murder has no limit in any state.

I choose to believe it was a disabled diabetic person who ordered one candy bar. They needed to quickly regulate blood sugar and couldn't get themselves out of the house alone and in time.

Paying a few extra dollars would be a small price to pay.

I can't give a first-hand account, but I'd think it should be enough to say you aren't close with your family. The details don't have to come unless things start to get serious, and even then, only what and when you're comfortable sharing.
