Going to a law library and asking a librarian should help you get information. They get asked oddball questions often so no judgement.

Just my opinion, but I think Takaichi wants to use China's provocations to justify abolishing article 9. For reference:

Article 9 of the Constitution of Japan renounces war as a means to settle international disputes and prohibits the maintenance of military forces for warfare. This clause was established after World War II to promote peace and prevent Japan from rearming.
