there was a period of occupation during which the government institutions were gradually reestablished. Denazification was weird and very haphazard but it did its job. So it's not like the entirety of government institutions were fully dismantled. Soviets took a large chunk, the Western part remained with more civilized folks. By the late 40s early 1950s new German government fully took over and started restructuring the economy. The biggest process of the 1950s was the breaking up of supply chains so that emerging businesses could slot it and function. It restarted the economy and started systemic sustainable growth pattern across multiple sectors that secured West Germany's long term relative economic stability.
