The comment section is flooded with comments regarding Romanian prison and the prisoners (?) loving the music.

I never came across that meme. Where/what did it originate from?

I'd say one person mentioned it then it just became a meme in the comments. There are a lot of mentions of Romanian prisons in fairness.
