Depends where in the world you are. Some places have had the foresight to regulate the loudness, priximity to housing and the time window where you are allowed to make noise. Other places in the world have different temples competing on which one can afford the loudest megaphone, placing them right outside some poor peoples appartments, knowing they are immune to criticism.

Church bell frequenzy vary more per local tradition.
You have two alarm clocks in your room. one rings every monday morning. The other every 5 minutes. They are different and will affect you differently. One will make you stressed and the other will drive you insane. Frequenzy tend to matter for noise makers.
